Emergency Fire Closure

Pursuant to 16 USC § 551 and 36 CFR § 261.50 (a) and (b), the following acts are prohibited upon roads,

trails, developed recreation sites, rivers and general forest areas in the Umpqua National Forest as

described below and shown in Exhibit A. This Order will be effective beginning on

October 6, 2017 and ending December 31, 2017.

PROHIBITIONS:

1. Being upon a closed road. [36 CFR § 261.54 (e)]

2. Going into or being upon a closed area. [36 CFR § 261.52 (e)]

3. Being on a trail. [36 CFR § 261.55(a)]

4. Entering or using a developed recreation site or portion thereof. [36 CFR § 261.58(b)]

AREA CLOSURE DESCRIPTIONS:

Cougar Bluffs Closure:

Beginning at the intersection of Hwy 138 and Trail No. 1507 (T26S, R1W, Sec 10); heading South on

Trail No. 1507 to the junction of Trail No. 1525; heading South on 1525 to the junction of NFS Rd. 4711-

630; heading South on NFS Rd 4711-630 to the junction of 4711-600; heading Southwest on NFS Rd.

4711-600 to the junction of NFS Rd. 4711; heading West on 4711 to the junction of NFS Rd. No. 4711-

875; heading Northwest on NFS Rd. 4711-875 to the peak of Thunder Mt. (T26, R 1W, Sec 30);

following the ridge Northest to the National Forest Boundary; following the National Forest Boundary

North to the junction with Hwy 138; heading East on Hwy 138 to the junction with Trail No. 1507. All

roads and trails within the closure boundary are included in the closure.

Steamboat Closure:

Beginning at the junction with NFS Rd. No. 38 (Steamboat Creek Rd.) and NFS Rd. No. 4760 (T25S,

R1E, Section 26); heading Northeast on NFS Rd. No. 38 to the junction with NFS Rd. No. 3816 (T25S,

R2E, Section 8); heading Southeast on NFS Rd. No. 3816 to the junction of NFS Rd. No. 3810;

continuing Easterly on NFS Rd. No. 3810 along the Boulder Creek Wilderness boundary to the junction

of Trail No. 1552; heading South on Trail No. 1552 to the junction with Trail No. 1491; heading East on

Trail No. 1491 to the junction with Trail No. 1493; heading South on Trail No. 1493 to the junction with

the North Umpqua River; heading South across the river to Hwy 138; heading West along the northern

edge of State Hwy 138 to the junction of NFS Rd. No. 38; continuing North on NFS Rd. No. 38 to

starting point. NFS Rd. No. 38 is open. All other roads bounding the closure area are closed.

Calf-Copeland Closure:

Beginning at the junction of State Hwy 138 and NFS Rd. No. 4750 (T26S, R2E, Section 19); following

NFS Rd. No. 4750 South to the junction of Calf Creek; following the main stem of Calf Creek South to

the junction with NFS Rd. No. 2715; following NFS Rd. No. 2715 East to the junction with NFS Rd. No.

2715-950 at French Junction (T27S, R3E, Section 32); heading East on NFS Rd. No. 2715-950 to the

junction of NFS Rd. No. 2715-951; heading East on NFS Rd. No. 2715-951 to the end where Slipper

Creek Drainage begins; following the drainage North to NFS Rd. No. 3701-080; continuing North on

NFS Rd. No. 3701-080 to junction of NFS Rd. No. 3701; heading Northwest on NFS Rd. No. 3701 to

junction of NFS Rd. No. 28; continuing Northwest on NFS Rd. No. 28 to State Hwy 138; heading West

on the Southern edge of State Hwy 138 to the junction of NFS R. No. 4750. All roads and trails within the

closure boundary are included in the closure.

Rogue Umpqua Divide Wilderness Closure:

All parts of the Rogue Umpqua Divide Wilderness in the Tiller Ranger District South and West

of the area described as: beginning at the Whitehorse Meadow Trailhead/Trail 1477 and heading

South on Trail 1477 to the intersection of Trail 1576; heading South on Trail 1576 to the

intersection of Trail1470; heading South on 1470 to the Umpqua National Forest Boundary, are

closed.

All trails within the closed portion of the Tiller Ranger District of the Rogue Umpqua Divide

Wilderness Closure Area are closed.

North Umpqua Ranger District road closure description:

All roads in the closed areas above.

The North Umpqua Ranger District closed trails consist of:

Trail No. 1414 North Umpqua Trail Sections Closed:

o Tioga

o Calf

o Marsters

All other trails in the closed areas described above

North Umpqua River Closure:

Soda Springs Dam to Horseshoe Raft Launch

o Complete closure

Horseshoe Bend Raft Launch to Wright Creek Campground

o North and South river banks open

o Closed to boating

Wright Creek Campground to National Forest Service Boundary

o North river bank open

o South river bank closed

o Closed to boating

North Umpqua Ranger District Closed Developed Recreation Sites/ Campgrounds:

Boulder Flat Campground and Raft Launch

Canton Creek Campground

Eagle Rock Campground

Steamboat Falls Campground

Wright Creek

All other sites in the closed areas described above

The Diamond Lake Ranger District closed trails consist of:

Trail 1414 - The North Umpqua Trail: Closed from Soda Springs Trailhead west to Marsters

Trailhead including the following sections:

o Jesse Wright

All other trails in the closed areas described above

Diamond Lake Ranger District Developed Recreation Sites/ Campgrounds:

Mud Lake Shelter

All other sites in the closed areas described above

Diamond Lake Ranger District road closures consist of:

NFS Rd. No. 28 (Copeland Creek Rd.) from junction with State Hwy 138 south to the junction

with NFS Rd. No. 2715 on Tiller Ranger District (T27S, R3E, Section 32) French Junction

NFS Rd. No. 3702-500 closed in its entirety

All roads in the closed areas described above

Tiller Ranger District road closures consist of:

NFS Rd. 68 from NFS Rd. 29 South to the Forest Boundary

NFS Rd. 29 from the junction of NFS Rd. No. 68 to the junction with NFS Rd. No. 2838

NFS Rd. No. 2924 from the Southern junction with NFS Rd. No. 29 (T29S; R1E; Sec.36)

to the junction with NFS Rd. No. 2938

NFS Rd. No. 2938 from NFS Rd. No. 2924 to NFS Rd. No. 29

NFS Rd. No. 2823 from the West junction with NFS Rd. No. 28 (T28S; R3E; Sec. 7) to

the junction with NFS Rd. No. 2830

EXEMPTIONS:

Pursuant to 36 CFR § 261.50(e), the following persons are exempt from this order:

1. Persons with a permit specifically authorizing the otherwise prohibited act or omission.

2. Pacificorp employees in the performance of their official duties.

3. Any Federal, State, or local officer, or member of any organized rescue or fire fighting force

in the performance of an official duty.

This prohibition is in addition to the general prohibitions in 36 C.F.R. Part 261, Subpart A.

Violations of this prohibition is punishable as a Class B Misdemeanor, by a fine of not more than $5,000 for an individual or

$10,000 for an organization, or imprisonment for not more than 6 months, or both (16 USC § 551; 18 USC § 3559 and 18USC §

3571).
