Emergency Fire Closure

Pursuant to 16 USC § 551 and 36 CFR § 261.50 (a) and (b), the following acts are prohibited upon roads, trails, developed recreation sites, rivers and general forest areas in the Umpqua National Forest as described below and shown in Exhibit A. This Order will be effective beginning on

September 22nd, 2017 and ending December 31, 2017.

PROHIBITIONS:

  1. Being upon a closed road. [36 CFR § 261.54 (e)]

  2. Going into or being upon a closed area. [36 CFR § 261.52 (e)]

  3. Being on a trail. [36 CFR § 261.55(a)]

  1. Entering or using a developed recreation site or portion thereof. [36 CFR § 261.58(b)]

ROAD/AREA CLOSURE DESCRIPTIONS:

Cougar Bluffs Closure:

Beginning at the intersection of the North Umpqua River and the National Forest Boundary (T26S, R1W, Section 18); heading south on the National Forest Boundary to the junction of NFS Rd. No. 2703 (T27S, R1W Sec 6); heading east on NFS Rd. No. 2703 to the junction of NFS Rd. No. 4711-600; heading northeast on NFS Rd. No.4711-600 to the junction of NFS Rd. No. 4711-630; heading northeast on NFS Rd. No. 4711-630 to the junction with Trail No. 1525; heading north on Trail No. 1525 to the junction with Trail No. 1507; heading north to the junction with the south shore of the North Umpqua River; heading west to the junction with NFS Rd. 4711; heading north to the North Umpqua River, then following the highwater mark on the north side of the North Umpqua River (T26S, R1E, Section15); heading west along the river high water mark back to the beginning of the closure area. The river bank on the north side of the North Umpqua River is open, but the river itself remains closed. All roads bounding the closure area are included in the closure.

Steamboat Closure:

Beginning at the junction with NFS Rd. No. 38 (Steamboat Creek Rd.) and NFS Rd. No. 4760 (T25S, R1E, Section 26); heading northeast on NFS Rd. No. 38 to the junction with NFS Rd. No. 3816 (T25S, R2E, Section 8); heading southeast on NFS Rd. No. 3816 to the junction of NFS Rd. No. 3810; continuing easterly on NFS Rd. No. 3810 along the Boulder Creek Wilderness boundary to the junction of NFS Rd. No. 2154-236; heading east on NFS Rd. No.2154-236 to the junction of NFS Rd. No. 2154; heading east on NFS Rd. No. 2154 to junction of NFS Rd. No. 34 (T25S, R4E, Section 30); continuing south on NFS Rd. No. 34 to the junction of NFS Rd. No. 3401 (T26S, R4E, Section19); the closure area continues south on the west side of NFS Rd. No. 34 to the junction of Trail No. 1414 (NFS Rd. No 34 will remain open to motorized traffic from NFS Rd. No 3401 to Hwy 138); continuing westerly on Trail No. 1414 to the junction of the hydro power aqueduct (T26S, R3E, Section27); heading west on the hydro power aqueduct to the junction of NFS Rd. No. 4775 -010 (T26S, R3E, Section27); continuing northwest on NFS Rd. No. 4775-010 to the junction of NFS Rd. No. 4775 (Medicine Creek Rd.); heading southwesterly on NFS Rd. No. 4775 to the junction of State Hwy 138; continuing west along the northern edge of State Hwy 138 to the junction of NFS Rd. No. 38; continuing north on NFS Rd. No. 38 to starting point. NFS Rd. No. 38 is open from the junction of State Hwy 138 to the junction of NFS Rd. No. 23. All roads bounding the closure area with the exception of NFS Rd. No. 38 from the junction of State Hwy 138 north to the junction of NFS Rd. No. 4760 are included in the closure.

Calf-Copeland Closure:

Beginning at the junction of State Hwy 138 and NFS Rd. No. 4714 (T26S, R1E, Section 15); following NFS Rd. No. 4714 southwest to the junction of NFS Rd. No. 4720; following NFS Rd. No. 4720 to the junction with NFS Rd. No. 2715 (T27S, R1E, Section 15); following NFS Rd. No. 2715 east to the junction with NFS Rd. No. 2715-950 at French Junction (T27S, R3E, Section 32); heading east on NFS Rd. No. 2715-950 to the junction of NFS Rd. No. 2715-951; heading east on NFS Rd. No. 2715-951 to end where Slipper Creek Drainage begins; following drainage north to NFS Rd. No. 3701-080; continuing north on NFS Rd. No. 3701-080 to junction of NFS Rd. No. 3701; heading west on NFS Rd. No. 3701 to junction of NFS Rd. No. 28; continuing north on NFS Rd. No. 28 to State Hwy 138; heading west on southern edge of State Hwy 138 to junction of NFS R. No. 4714. All roads and trails within the closure boundary are included in the closure.

Sandshed/Millsite Closure:

Beginning at the junction of State Hwy 138 and NFS Rd. No. 4700-700 (T27S, R5E, Section 1); following NFS Rd. No. 4700-700 south to the Oregon Department of Transportation (ODOT) maintenance facility and sand shed; closure area boundary is formed by the trees encircling the open area including the dispersed campsites of Millsite on the eastern edge of the open area (see map inset in Exhibit A).

Falcon Closure:

Beginning at the junction of NFS Rd. No. 2900 and NFS Rd. No. 2925 (T30S, R1E, Section 17), then following the 2925 southerly to the jct. of NFS Rd. No. 2925 and NFS Rd. No. 2925-800 (T31S, R4E, Section 4); following NFS Rd. No. 2925-800 easterly to the junction of NFS Rd. No. 2925-800 and NFS Rd. No. 6800 (T30S, R2E, Section 33); following Trail No. 1470 to the boundary of the Rogue-Umpqua Divide Wilderness; then following the Rogue-Umpqua Divide Wilderness boundary in a northerly direction to the point the Umpqua National Forest Boundary, the Rogue River-Siskiyou National Forest Boundary and the Wilderness boundary diverge (T29S, R3E, Section 15); continuing along the Umpqua and Rogue River-Siskiyou National Forests Boundary in a northeasterly direction; then heading westerly along Rogue-Umpqua Divide Wilderness boundary to the Whitehorse Meadows Trailhead (T28S, R3E, Section 3); heading south following the Wilderness boundary to the point where Trail No. 1437 intersects the Rogue-Umpqua Divide Wilderness boundary (T29S, R3E, Section 18); following Trail No. 1437 to the Acker Divide Trailhead (T29S, R2E, Section 13); following NFS Rd. No. 2900-550 to the junction of NFS Rd. No. 2900-550 and NFS Rd. No. 2900; continuing along NFS Rd. No. 2900 in a generally southwesterly direction to the point of beginning at the jct. of NFS Rd. No. 2900 and NFS Rd. No. 2925

(T30S, R1E, Section 17). All roads and trails within the closure boundary are included in the closure.

North Umpqua Ranger District road closure description:

  • NFS Rd. No. 38 (Steamboat Road) from the junction of NFS Rd. No. 4760 to the junction of NFS Rd. No. 3821

  • All roads in the closed areas above.

The North Umpqua Ranger District closed trails consist of:

  • Trail No. 1414 – North Umpqua Trail Sections Closed:

    • Tioga

    • Calf

    • Marsters

  • All other trails in the closed areas described above

North Umpqua River Closure:

  • Soda Springs Dam to Apple Creek Campground

    • Complete closure

  • Apple Creek Campground to Bogus Creek Raft Launch

    • North and South river banks open

    • Closed to boating

  • Bogus Creek Raft Launch to National Forest Service Boundary

    • North river bank open

    • South river bank closed

    • Closed to boating

North Umpqua Ranger District Closed Developed Recreation Sites/ Campgrounds:

  • Bogus Creek Raft Launch/ Take-Out

  • Boulder Flat Campground and Raft Launch

  • Canton Creek Campground

  • Eagle Rock Campground

  • Gravel Bin Raft Launch/Take-Out

  • Horseshoe Bend Raft Launch/ Take-Out

  • Steamboat Falls Campground

  • Wright Creek

  • All other sites in the closed areas described above

The Diamond Lake Ranger District closed trails consist of:

  • Trail 1414 - The North Umpqua Trail: Closed from Toketee Lake Trailhead west to Marsters

    Trailhead including the following sections:

  • Deer Leap

  • Jesse Wright

  • Trail 1464 – Skookum Lake

  • All other trails in the closed areas described above

Diamond Lake Ranger District Developed Recreation Sites/ Campgrounds:

  • Lemolo 2 Forebay

  • Millsite Dispersed Site

  • Mud Lake Shelter

  • Soda Springs Trailhead and Picnic Area

  • All other sites in the closed areas described above

Diamond Lake Ranger District road closures consist of:

  • NFS Rd. No. 28 (Copeland Creek Rd.) from junction with State Hwy 138 south to the junction with NFS Rd. No. 2823 on Tiller Ranger District (T28S, R2E, Section 28)

  • NFS Rd. No. 3400-100 from junction with NFS Rd. No. 34 to junction with NFS Rd. No. 3400-072

  • NFS Rd. No. 3400-072 from junction with NFS Rd. No. 3400-100 east to junction with NFS Rd. No. 3400-077

  • NFS Rd. No. 3700-100 closed in its entirety

  • NFS Rd. No. 3700-500 closed in its entirety

  • NFS Rd. No. 3700-200 closed in its entirety

  • All trails in the closed areas listed above

EXEMPTIONS:

Pursuant to 36 CFR § 261.50(e), the following persons are exempt from this order:

  1. Persons with a permit specifically authorizing the otherwise prohibited act or omission.

  2. Pacificorp employees in the performance of their official duties.

  3. Any Federal, State, or local officer, or member of any organized rescue or fire fighting force in the performance of an official duty.

    This prohibition is in addition to the general prohibitions in 36 C.F.R. Part 261, Subpart A.

Violations of this prohibition is punishable as a Class B Misdemeanor, by a fine of not more than $5,000 for an individual or $10,000 for an organization, or imprisonment for not more than 6 months, or both (16 USC § 551; 18 USC § 3559 and 18USC § 3571).
