KLAMATH NATIONAL FOREST

EMERGENCY CLOSURE

Pursuant to 16 USC 551 and 36 CFR 261.50(a) and (b), and to provide for public safety, the following acts are prohibited within the Ukonom, Happy Camp, Scott River, and Salmon River Ranger Districts of the Klamath National Forest. This Order is effective from September 20, 2014, until both the July Complex Fire and the Happy Camp Complex Fire are declared out.

1. Going into or being upon National Forest System lands within the July Complex and Happy Camp Complex Closure Area. The boundary of the July Complex and Happy Camp Complex Closure Area begins at the intersection of the Scott River and the Klamath River; then continues west and then south along the southern and then eastern edge of the Klamath River to its intersection with the boundary of the Happy Camp-Ukonom Ranger Districts; then continues east along the boundary of the Happy Camp-Ukonom Ranger Districts to its intersection with Hay Press Trail (Forest Trail No. 5828); then continues south along the eastern boundary of Hay Press Trail (Forest Trail No. 5828) to its intersection with Bridge Creek Trail (Forest Trail No. 5816); then continues south along the eastern edge of the Bridge Creek Trail (Forest Trail No. 5816) to its intersection with Wooley Creek Trail (Forest Trail No. 5832); then continues east along the northern edge of Wooley Creek Trail (Forest Trail No. 5832) to its intersection with Rock Creek; then continues southeast along the northeastern edge of Rock Creek to its intersection with Clear Lake Trail (Forest Trail No. 5413); then continues southeast along the northeastern edge of Clear Lake Trail (Forest Trail No. 5413) to its intersection with Garden Gulch Trail (Forest Trail No. 5428); then continues northeast along the northwestern edge of Garden Gulch Trail (Forest Trail No. 5428) to its intersection with North Fork Salmon Trail (Forest Trail No. 5405); then continues northeast along the northwestern edge of North Fork Salmon Trail (Forest Trail No. 5405) to its intersection with Upper Abbotts Trail (Forest Trail No. 5402); then continues north along the western edge of Upper Abbotts Trail (Forest Trail No. 5402) to its intersection with Bug Gulch Trail (Forest Trail No. 5403); then continues northeast along the northwestern edge of Bug Gulch Trail (Forest Trail No. 5403) to its intersection with Right Hand Fork Trail (Forest Trail No. 5401); then continues northeast along the northwestern edge of Right Hand Fork Trail (Forest Trail No. 5401) to its intersection with Shelly Fork Trail (Forest Trail No. 5527); then continues northeast along the southeastern edge of Shelly Fork Trail (Forest Trail No. 5527) to its intersection with the Klamath National Forest boundary; then continues north along the Klamath National Forest boundary to its intersection with the Wright Lakes Trail (Forest Trail No. 5537); then continues southwest along the southeastern edge of Wright Lakes Trail (Forest Trail No. 5537) to its intersection with Back Meadows Trail (Forest Trail No. 5549); then continues southwest along the southeastern edge of Back Meadows Trail (Forest Trail No. 5549) to its intersection with Shackleford Trail (Forest Trail No. 5542); then continues west along the southern boundary of the Shackleford Trail (Forest Trail No. 5542) to its intersection with Little Elk Pass Trail (Forest Trail No. 5536); then continues northwest along the western edge of Little Elk Pass Trail (Forest Trail No. 5536) to its intersection with Little Elk Lake Trail (Forest Trail No. 5540); then continues northwest along the western edge of Little Elk Lake Trail (Forest Trail No. 5540) to its intersection with Red Rock Trail (Forest Trail No. 5538); then continues west along the southern edge of Red Rock Trail (Forest Trail No. 5538) to its intersection with Canyon Creek Trail (Forest Trail No. 5532); then continues north along Canyon Creek Trail (Forest Trail No. 5532) to its intersection with Lovers Camp Road (Forest Road No. 43N45); then continues northeast along the northwestern edge of Lovers Camp Road (Forest Road No. 43N45) to its intersection with Canyon Creek Road (Forest Road No. 44N45); then continues northeast along the northwestern edge of Canyon Creek Road (Forest Road No. 44N45) to its intersection with Indian Scotty Campground; then continues west and then north along the southern and then western perimeter of Indian Scotty Campground to its intersection with Scott River Road (County Road No. SIS-7F01); then continues northwest along the western edge of Scott River Road (County Road No. SIS-7F01) to its intersection with Scott River; then continues northeast and then northwest along the eastern edge of Scott River to its intersection with Scott River Road (County Road No. SIS-7F01); then continues northeast along the northwestern edge of Scott River Road (County Road No. SIS-7F01) to its intersection with Scott River; then continues northwest along the eastern edge of Scott River back to the starting point, as described on the attached map.

Being on any National Forest System road in the July Complex and Happy Camp Complex Closure Area, as shown on the attached map. 36 CFR 261.54(e).

Being on any National Forest System trail within the July Complex and Happy Camp Complex Closure Area, as shown on the attached map. 36 CFR 261.55(a).

Pursuant to 36 CFR 261.50(e), the following persons are exempt from this Order:

1. Persons with a permit from the Forest Service specifically authorizing the otherwise prohibited act or omission.

Any Federal, State, or local officer, or member of an organized rescue or fire fighting force in the performance of an official duty.

Owners or lessees of private land in the July Complex and Happy Camp Complex Closure Area to the extent necessary to gain access to their land.

These prohibitions are in addition to the general prohibitions in 36 CFR Part 261, Subpart A.

A violation of these prohibitions is punishable by a fine of not more than $5,000 for an individual or $10,000 for an organization, or imprisonment for not more than six months, or both. 16 USC551 and 18 USC 3559, 3571, and 3581. Executed in Yreka, California, this 19th day of September, 2014.
