The Phillips Creek Fire started Saturday afternoon, August 1. The fire is burning 7 miles NW of Elgin, Oregon in grass, brush, slash and heavy timber predominantly in the Phillips Creek Drainage on both Umatilla National Forest and adjacent State protected private lands. The fire was determined to be human caused due to an abandoned campfire.
